rolling out support for at-home charging for households without driveways, electrifying NHS fleets, expanding business depot infrastructure, and much more as outlined by the Plan for Change strategy, unveiled on 13th July 2025.
At-Home Charging
At the heart of the package is a £25 million local authority fund to make home charging accessible even without off-street parking. Using pioneering cross‑pavement technology, cables can be safely routed beneath pavements so that residents can charge their car at home using domestic electricity rates, potentially saving up to £1,500 a year or just 2 pence per mile compared to petrol or diesel vehicles.

Charging Infrastructure Expansion
Public charging infrastructure is already at a record 82,000 charge points nationwide, and this initiative builds on that by paving the way for 100,000 more, supported by the Local EV Infrastructure Fund and £6 billion in private investment promised through 2030.
Signage
New road signage will highlight major EV hubs along A-roads for the first time, making fast-charging stations easier to find while travelling.
Business Depots
A new grant scheme will enable businesses to install charge points at depots, supporting electrification of vans, coaches, and heavy goods vehicles, benefiting the over 1.2 million people employed in freight and logistics across the UK.
NHS Goes Electric
The scheme includes £8 million earmarked for electrifying ambulances and medical vehicles at over 200 NHS sites in England. The Government explain that this upgrade will allow them to reduce fuel and maintenance costs and freeing up funds to reinvest in frontline care.
What’s Next?
- Local authorities will soon receive guidance on applying for cross‑pavement charging funds.
- NHS Trusts across England are preparing site rollouts under the NHS Chargepoint Accelerator Scheme.
- Private businesses in logistics and public transport sectors will have grant pathways to depot charging infrastructure.
- Updated EV signage will be rolled out on A‑roads to guide drivers to rapid-charging hubs.
